For the geofilters to work, you’ll need to enable Location Services. You can do that from Settings -> Privacy -> Location Services where you need to simply toggle on the option.
On the same Location Services screen, tap on Snapchat and select the ‘While Using App‘ option. From now on Snapchat can use your location and this will also allow you to enable its geofilters.
To continue, open Snapchat and access its Settings, then select Manage.
