By default, Windows 7 comes without the Quick Launch bar, which you can find at any fresh install of Windows XP and Vista. This article will show you a simple way to enable it and customize it as you please. On the customization part, you will see how to properly move this bar in the position you like and adjust other settings, such as show titles and text, small or big icons, that will help you get the look you want for your quick launch bar.
In the default formating of the taskbar, this toolbar is not  included. To Add a Quick Launch bar to the Taskbar you will need to follow a few steps:
1. Right Click an empty space on the taskbar. Once the menu is up, hover over Toolbars and then click New Toolbar…
 2. A New Toolbar window will pop up which will prompt you to select the folder where the Quick Launch is. You will need to paste into the Folder input section the following line (as shown in the screenshot below):

3. Once you click the Select Folder button, the Quick Launch Bar will appear on the right side of the taskbar. Before we start customizing it, we need to check if the taskbar is locked. To do that, right click an empty space on the taskbar and uncheck Lock the taskbar.
Customization
 To move the Quick Launch bar to the left side, mouse over the dotted separator line and drag and drop it to the left until the bar is at the left side.

To customize further the looks of your quick launch bar you have the following options:
Unchecking Show Text, Show title and selecting Small Icons will give you the following look:
After you have finished customizing your taskbar, don’t forget to check back the Lock the Taskbar function.
