Open Board Viewer is a CAD application that was created to design circuit boards in .brd format and all the components of any EAGLE (Easily Applicable Graphical Layout Editor) circuit board.

Since the app doesn't require any installation, you can start working instantly, you just have to launch it via the executable file and load the .brd file. It doesn't support the "drag and drop" function.

It allows you to explore the board without any effort in an interactive manner by zooming in and out with the mouse wheel.
